BID Levy, Liability and Collection
A BID levy will be charged on all hereditaments listed
in the 2005 local Non-Domestic Rating List with a
rateable value of £2,001 or above and which are
located within the BID area.The schedule shows
the different rateable value bands. No individual
hereditament within the BID area will be disregarded
or exempt from the BID levy.
There are three exemptions and reliefs to this:
i. businesses with a rateable value of less than £2,001
will be exempt from the levy.
ii. tenants of the Clock Towers Shopping Centre will
receive a pro-rata discount should any contribution be
made by the property owner.
iii. any other business where the property owner makes a
contribution will receive a pro-rata discount.
The BID levy will be payable for the whole year by the
liable party as at 1st November each year. There will be
no changes during the year to reflect changes in the liable
party.
Where a property is taken out of rating (e.g. due to
demolition or split or a merged assessment) the BID levy
will be due up to the day before the effective date or
removal from the Rating List. The annual BID levy will be
apportioned accordingly.
Where a new assessment is brought into the Rating List
(e.g. a newly erected property or a property resulting
from a split or a merger) the BID levy will be due on the
new assessment from the effective date of the entry in
the Rating List. The annual BID levy will be apportioned
accordingly.
Where there is no liable body as at 1st November of each
financial year, the liable body as at the effective date of the
Rating List entry will be liable to pay the BID levy for that
year.
The BID levy will rise in line with the Retail Price Index and
be set on 31st October of each year of the BID, based on
the 2005 local Non-Domestic Rating List. This list will be
updated for any changes in ratepayer, appeals, additions or
removals.
The BID levy will be collected by Rugby Borough Council
acting as agents for the BID Company. No relief is given
to any class of non-domestic ratepayer irrespective of
whatever relief or exemption they may currently enjoy. All
types of property within the BID area are to be subjected
to the full levy. There will be no distinction made between
occupied or unoccupied hereditaments. Either occupancy
status will attract the full BID levy.
The commencement date for the Rugby BID arrangements
is 1st November 2005. The duration of the BID
arrangements will be five years expiring on 31st October
2010.
The levy is charged dependent on the Rateable Value of the premises that you occupy.
